'Caesar Augustus issued a decree...'

Luke adds more detail (Luke 3v1)
'Emperor Tiberius ruled..., Pontius Pilate was…, Herod was…, Philip was…, Lysania was… Annas and Caiaphas were...'

The poet Horace records that Augustus was worshipped as a God (Epistles 2.1.15-17).
This may have just been a propaganda ploy for the provinces, but such deifications usually only occur after death.
Belief in the divinity of Augustus was so profound in the Roman world that succeeding emperors were considered the “son of god”.

In that context Matthew declares one greater than Caesar is here (Matthew 1v18 – Matthew 2v12)
'… he will save his people … a virgin will have a baby boy ... he will be called Immanuel, which means “God is with us” … Wise men came asking “Where is the child born King of the Jews? … we saw his star and have come to worship him … they knelt down, worshipped him, gave him gifts…'

Ignoring such an unwelcome invasion of Roman politics Luke records that even his own relatives were unwilling to make allowance for him (Luke 2v7).
'… there was no space in the guest room …'
